Who made the decision not to rebuild the twin towers?

Hi I am a New Yorker and I was one of the majority who wanted the twin towers (world trade center) rebuild the exact same way with the same buildings even the marriott hotel rebuilt in the same spot. My question is who really made the decided not to rebuild? I am still very upset they did not rebuild them. It really is a shame the new Freedom tower is so ugly and never will replace what was lost. The sad thing is they could have rebuilt them but did not.
