Where can I get a factory service repair manual for a saturn vue hybrid 2007?

The dealership has said they don't release that kind of information. Isn't that some kind of monopoly or consumer violation? Basically that doesn't allow mechanic competition. I'm seriously thinking of reporting this to somewhere, but I wouldn't know where. I guess I could start with BBB.com I need to find either blueprints or a service manual, because I'm working on this vehicle and they won't tell me where things are located. I can't take it to the dealership, so any other options would be nice. I want only serious answers please, this is a very important problem I'm trying to solve.
