Tattooing while on blood thinners?

I had gotten a tattoo about 11 or 12 years ago, I love tattoos, and I really want more, But now I am on blood thinners. Can I or am I able to get tattoos? I want one on my upper arm ( in memory of someone). I am also a Dieabetic. I've been one for close to 20 years. How does that affect my situation if I wanted more tattoos?
